The purpose is to simplify the process of document legalization for international use, and it ensures that documents issued in one member country will be recognized as valid in another.
In the U.S., apostilles are typically issued by the Secretary of State (for documents originating in their state), and the U.S. Department of State (for federal documents).
Types of documents typically apostilled include birth and death certificates, marriage certificates, divorce decrees, diplomas and transcripts, powers of attorney, court rulings, and notarized documents.
The Apostille includes the following: Country of origin, name of the document signer, seal/stamp and capacity in which the person signed, details of the issuing authority, and signature, stamp, and seal of the Apostille authority.

Hague Convention Countries are the countries that participant in the Apostille Convention (Hague Treaty Convention 12), and the convention is in force with the United States of America. Over 120 countries participate, including, but not limited to: United States, United Kingdom, France, India, Mexico, Japan, and Australia.
Non-member countries require a different, often more complex process called "document legalization".
